The General Office of the Shanghai Municipal People's Government is an
administrative organ of the Municipal Government. It also houses the Office of
Shanghai¡¯s Public Emergency Response Management Committee.
The major duties of the General Office of the Shanghai Municipal People's
Government include:
-Organize the drafting or examination of the documents promulgated in the
name of the Municipal Government or the General Office of the Municipal
Government, and to initiate solutions to proposals raised by local government
departments as well as the district or county People's governments.
-Make arrangements for the meetings called by the Municipal Government.
-Supervise and urge all departments under the Municipal Government and the
district or county People's governments to implement the documents given by the
State Council and the Municipal Government. These matters are decided upon at
Municipal Government meetings and the important instructions are given by the
leaders of the Municipal Government.
-Supervise and urge the handling of the written opinions from the deputies to
the Municipal Congress and the motions from the Municipal Political Consultative
Conference.
-Study, collect and respond to all kinds of essential matters.
-Coordinate the organization of citywide large-scale activities of the
Municipal Government system.
-Work on holidays and assist in the leadership of the Municipal Government in
tackling important problems and emergencies.
-Undertake the routine work of the Office of Shanghai¡¯s Public Emergency
Response Management Committee and organize the drafting of public emergency
response plans.
-To maintain and operate the portal Website of the Municipal Government (www.shanghai.gov.cn).
-Guide and advance the e-government¡¯s developments for the Municipal
Government.
