Main Duties:
1. to carry out guidelines, policies, laws, rules and regulations concerning the work of overseas Chinese affairs;, to study and draw up the drafts of local rules, regulations, and policies concerning the work of overseas Chinese affairs in the light of actual circumstances of this Municipality, and organize the implementation of related rules, regulations and policies;
2. to organize the formulation of the development planning and annual plan for this Municipality’s overseas Chinese affairs; to investigate and study the situation of overseas Chinese both at home and abroad and the situation of the work of this Municipality’s overseas Chinese affairs and provide relevant departments with the information of overseas Chinese affairs; to be responsible for overall arranging and coordinating the departments and social organizations engaging in overseas Chinese affairs to conduct the work in relation to overseas Chinese, Chinese, and compatriots from Hong Kong and Macao;
3. to study the situation of the work of introducing the fund, technology and talents of overseas Chinese, Chinese, and compatriots from Hong Kong and Macao and to put forward relevant suggestions therefore;
4. to be responsible for conducting the work of publicity, cultural exchange and Chinese education oriented to overseas Chinese, Chinese, and compatriots from Hong Kong and Macao; to cooperate with the Office of Overseas Chinese Affairs under the State Council and relevant departments to liaise the transmitting media, cultural mass organizations and Chinese schools of overseas Chinese and Chinese and give support to their work; to assist the Department of Publicity of Shanghai Municipal Party Committee to coordinate this Municipality’s publicity work of overseas Chinese affairs;
5. to protect according to law the legitimate rights and interests of the returned overseas Chinese and family members of overseas Chinese in China and the legitimate rights and interests of overseas Chinese, Chinese, and compatriots from Hong Kong and Macao in China, to cooperate with relevant departments to launch the work of providing service for overseas-Chinese-funded enterprises and the overseas Chinese and Chinese that come to Shanghai to make fortune; to be responsible for the work for the representative persons that have emigrated abroad since China’s reform and opening to the outside world; to assist relevant departments to do a good job of the personnel arrangement for the representative persons of returned overseas Chinese and family members of overseas Chinese; to cooperate with relevant departments to do a good job of providing service for poor returned overseas Chinese and family members of overseas Chinese; to guide the community-based work of overseas Chinese affairs; and to be responsible for the work of handling letters and visits concerning overseas Chinese affairs;
6. to participate in the formulation of the policies concerning the entry and exit of overseas Chinese, returned overseas Chinese and family members of overseas Chinese; to cooperate with the department of public security to examine, approve and manage according to law the matters for the overseas Chinese and compatriots from Hong Kong and Macao to return to Shanghai to settle down; and to be responsible for affirming the status of returned overseas Chinese and family members of overseas Chinese;
7. to be responsible for the matters of the donation to this Municipality by overseas Chinese, Chinese, and compatriots from Hong Kong and Macao, supervise and examine according to law the situation of the use of the donated materials and fund, and to cooperate with relevant departments to formulate relevant provisions on rewards and punishment;
8. to do a good job of the work of overseas Chinese affairs concerning Taiwan;
9. to be responsible for organizing the work of visiting foreign countries related to overseas Chinese affairs; to overall arrange and coordinate key reception work of overseas Chinese affairs; and
10. to be responsible for the acceptance and handling administrative reconsideration and response to administrative litigation.
