The major duties of the Shanghai Municipal Economic Commission are:

1. To implement the national guidelines and policies and enforce laws, rules and regulations related to industrial and commercial economies; to study and draw up the drafts of the relevant local rules and regulations, and formulate relevant policies in the light of the actual circumstances in this Municipality, and organize the implementation of such local rules, regulations and policies.

2. To advance the coordinated development of the industries and the Municipality according to the national industrial policies and the planning of municipal industrial development; to analyze and evaluate the structure of industrial and commercial economies of the entire society; to study and trace the international trends of the industrial development; to formulate and issue the orientation of the industrial and commercial development and investment; to study and lay down the policies and measures for industrial and commercial distribution planning and structural readjustment, and organize the implementation of such policies and measures.

3. To cooperate with the relevant departments to digest, absorb, popularize and industrialize the key innovative technologies in both the industrial and commercial fields; to cooperate in implementation of projects of major high and new-technologies’industrialization in both industrial and commercial fields; to push forward the construction of the technology innovation system for key industries and research and development center for large-scaled enterprises.

4. To study the reform of commercial marketing methods; to push forward the modern circulation methods including the innovation of the business state of circulation and circulation organizations, formulate development planning and policies for chain operation, circulation, storage, allocation and delivery, e-commerce, franchise operation, and domestic trade agency; to organize the implementation of such development plans and policies; to direct the industrial and commercial enterprises to optimize supply chain administration; to advance the circulation’s modernization.

5. To analyze and monitor the operation situation and quality of the industrial and commercial economies of the entire society, regulate the routine operation; establish the pre-warning mechanism; and participate in the study of consumption policies. To draw up plans for reserving important commodities and supervise and administer the reserve of the important commodities.

6. To study and formulate the policies and measures for commodity market operation and regulation and control; and be responsible for the market forecast, pre-warning and information release; to handle and coordinate the contingencies and relevant important problems in the operation of the commodity market; to organize the monitoring of the commodity market; normalize the circulation order, and advocate the commercial good faith; to be responsible for coordination, direction, and administration of the planning and norms for Shanghai’s commodity market; to be responsible for circulation security of edible agricultural products and other important commodities; to implement the planning, supervision and administration of the live pig butchering in designated locations; to study and formulate the circulation rules for aquatic products; to foster and develop the market for aquatic products; to be responsible for alcoholic beverage monopoly and salt trade administration.

7. To organize the draw-up of the social long- and medium-term planning and annual plans for the industrial and commercial economic development according to this Municipality’s overall planning for national economy and social development; and organize the implementation of such plans; to be responsible for early phase work of investment and technical advancement projects in both industrial and commercial fields and organize the implementation of such pre-work.

8. To organize the implementation of the industrial distribution readjustment in the key city area and the renovation and industrial upgrading of the old industrial zones according to this Municipality’s overall urban development planning and orientation and policy for the industrial development; to be responsible for the formulation of the long- and medium-term planning for this Municipality’s industrial zone construction; to advance the concentration of the industrial projects into the industrial park areas; to cooperate with the industrial zone and do a good job of invitation of investment from overseas.

9. To advance the development of production and daily life service industries, including technical services, consultation services, engineering equipment support, food and drink, pawn, auctions, lease, exhibitions.

10. To study and formulate the trade planning, trade norms and trade criteria of both industry and commerce; and implement the industrial administration of trade; to direct and promote development of medium- and small-size enterprises.

11. To administer the foreign trade and utilization of foreign capitals in both industrial and commercial fields jointly with relevant departments; to formulate the planning, policies and measure for the readjustment of relevant import and export commodity composition, and organize the implementation of such plannings, policies and measures; to organize the international and domestic cooperation and exchanges in both industrial and commercial fields.

12. To be responsible for the administration, coordination and safeguard of the power operation of the entire society; to direct, administer, coordinate and advance energy resources and raw materials saving and comprehensive utilization of resources; to coordinate and supervise the rectification industrial and commercial pollution and environmental protection; to be responsible for the advancement of the development of environmental protection industry.

13. To be responsible for acceptance and handling of administrative reconsideration cases and response to administrative actions.

14. To undertake other matters assigned by the Municipal Government.
