The major duties of the Shanghai Municipal Agriculture Commission are:

1. To implement the guidelines and policies, and enforce laws, rules and regulations concerning the work of“agriculture, rural area and peasants”; to study and draw up the drafts of the relevant local rules and regulations and formulate relevant policies concerning agriculture issues in the light of the actual circumstances of this Municipality, and organize the implementation of relevant laws, rules and regulations; to be responsible for macro-direction to issues concerning“agriculture, rural area and peasants”of this Municipality and investigation and study of important issues, and put forward appropriate supporting policies and measures in the light of the actual circumstances.

2. To organize the draw-up of the long- and medium-term planning for this Municipality’s agriculture and rural economic and social development according to this Municipality’s overall planning for national economy and social development, and organize its implementation.

3. To study and put forward the proposal on this Municipality’s orientation of agriculture development according to the national agriculture’s industrial policy and this Municipality’s requirements for constructing metropolitan modern agriculture; to draw up the distribution planning of farm production, forestry, animal husbandry and fishery and advance their structural readjustment jointly with the relevant departments; to participate in the study and formulation of policies for agricultural product price, agricultural insurance, agricultural investment and financing, financial taxation and support, introduction of foreign capital to agriculture, and agricultural product imports and exports.

4. To study and formulate operation policy of agriculture industrialization, coordinate the advancement in the building of agricultural product processing and agricultural socialization service systems, participate in directing the comprehensive development of agriculture, advance the construction of agricultural product markets, accelerate the integration of agricultural production, processing and marketing.

5. To be responsible for the implementation of the strategy of invigorating the agriculture through science, technology and education; to formulate the development planning and the related supporting policies for agricultural technological innovation, application of achievements in scientific research, popularization of technology, training of talents and building of the ranks; to organize the selection and implementation of the key brainstorm projects under the strategy of invigorating the agriculture through science, technology and education, and the import, digestion, absorption and promotion projects of advanced technology; to direct the work of development of agriculture education and agricultural vocational skills; to direct and coordinate the agriculture informatization; to accelerate the construction of the digital agriculture.

6. To organize and coordinate the regionalization of agricultural resources and sustainable development of agriculture; to be responsible for the administration of the protection of the basic farmlands in this Municipality’s administrative area; to coordinate and direct the utilization of the renewable resources in the countryside and the protection and administration of the agricultural biological species resources; to direct the agricultural mechanization; to be responsible for trade administration of cultivation and fishing of aquatic products; to participate in and direct the work of farmland water conservancy infrastructure; to direct the protection of wildlife.

7. To be responsible for the supervision of enforcement of agriculture laws and regulations, administrative supervision, and building of law enforcement teams; to organize the implementation of quality supervision and authentication over the products of all industries of agriculture, green food, and transgenic animal and plant products as well as the protection of new species of agricultural animals and plants; to organize and coordinate the quality monitoring, authentication and law enforcement supervision over seeds, chemical fertilizer, agrochemicals, animal and fishing remedies, agricultural machineries, forage, etc.; to organize the work of veterinarian administration and the animal remedy administration and inspection; to organize and supervise the epidemic prevention and quarantine of animals and plants; to organize the supervision over agricultural machinery safety; to direct supervision and administration of fishery administration and the administration of fishing harbour and fishing vessel safety.

8. To participate in putting forward proposals on policies for comprehensive coordinated development of countryside economy; to direct the structural readjustment and resource allocation of countryside economy; to participate in the direction of concentration of suburban industrial park areas, the industrial zone construction at the municipal level, and the development of the tertiary industry.

9. To direct the construction of countryside collective and cooperative economic organizations; to direct the supervision over countryside operating management, land contracting operating management, collective assets management and the reduction of peasants’burdens; to study and draw up policies for agriculture towards concentration of appropriate scale of operation, the acceleration of the development of peasants’professional cooperation organizations, and agricultural intermediary service organizations.

10. To coordinate the promotion of the rural social development; to participate in the formulation of construction program of suburban cities and towns system in accordance with this Municipality’s overall urban planning; to participate in the advancement of small cities and towns construction, readjustment of administrative division, and urban concentration of peasants’dwelling; to participate in direction of development of suburban education, public health, culture and other social undertakings.

11. To assist the administration of the ecological environment construction in the countryside; to be responsible for the advancement of the work of rectification and control of agricultural surface resources pollution including livestock and birds pollution, reduction of chemical fertilizer and agrochemicals; to advance the greening construction and disposal of domestic garbage in the countryside jointly with the relevant municipal departments.

12. To be responsible for the direction of the increment of peasants’income; to participate in the formulation of policies for the building of peasants’non-farming employment and the social security system in the countryside jointly with the relevant municipal departments; to coordinate the handling of letters and visits involving the peasants’interests, and maintain the stability in the countryside.

13. To be responsible for undertaking the foreign affairs in the agriculture set up; to coordinate the organization of the foreign economic and technical exchanges and cooperation related to agriculture; to direct the work of foreign currency earning agriculture.

14. To be responsible for acceptance and handling of administrative reconsideration cases and response to administrative actions.

15. To undertake other matters assigned by the Municipal Government.
