The major duties of the Shanghai Labor and Social Security Bureau are as
follows:
I. To implement the guidelines and policies of the central government and
this Municipality with respect to labor and social security, to formulate the
municipality¡¯s development planning of labor and social security undertaking,
and organize the implementation.
II. To organize the implementation of the laws and regulations of the State
and this Municipality, to draw up the rules and regulations related to labor and
social security of this Municipality, formulate the normal policies and organize
the implementation, supervision and inspection of the above regulations, rules
and policies; to be responsible for implementing the supervision of the acts in
violation of the laws and regulations with respect to labor and social security.
III. To manage comprehensively labor force resource and employment work. To
formulate the employment promotion planning and labor force market planning for
the near future and medium- and long-term; to organize the establishment and
improvement of employment service system; to be responsible for comprehensive
management of employment of labor force from home and abroad in this
Municipality and relevant intermediate organizations, draw up the relevant
policies and measures, and organize the implementation.
IV. To manage comprehensively the vocational training of this Municipality;
to be responsible for management of work classification, work standard and
identification of work qualification; to be responsible for management of
different kinds of vocational training institutions and affirmation and issuance
of the relevant vocational qualification certificates.
V. To manage comprehensively the adjustment of labor relationship in this
Municipality; be responsible for management of labor protection and enterprise
welfare in this Municipality; to normalize the municipality¡¯s procedures for
labor contract system, collective consultation and collective contracts, and
coordinate and direct; to handle labor disputes in accordance with laws and
regulations, and formulate the labor disputes settlement system of this
municipality and the rules of labor arbitration, and organize the
implementation.
VI. To be responsible for planning and management of the network of the labor
and social security socialization service of this Municipality; to formulate the
norms of network service; to release the relevant information and forecast
report of labor and social security works to provide basis for making the
relevant policies.
VII. To be responsible for management of allocation of wage income of
enterprises in this Municipality; to draw up and determine the policies of
reform of enterprises wage allocation system and adjustment of wage gross; to
draw up and determine the adjustment measure for trade wage level and wage
allocation policy of state-owned enterprises operators; formulate the lowest
wage standard of enterprises, and normalized the acts of wage payment of
enterprises.
VIII. To be responsible for management of all kinds of labor and social
security funds of this Municipality, and organize the implementation; to
establish and improve all the social security systems, to draw up and determine
the relevant policies and measures, and organize the implementation.
IX. To undertake other matters assigned by the Municipal
Government. |
