The Shanghai Municipal Science and Technology
Commission is one of the component departments of the Municipal Government in
charge of the whole Municipality¡¯s work of science and technology. The major
duties of the Shanghai Municipal Science and Technology Commission are: To
implement the strategies, guidelines, policies and laws, rules and regulations
of the State related to the work of science and technology; to study and draw up
the drafts of rules, regulations and policies concerning this Municipality¡¯s
science and technology development; and to study and determine the layout of
this Municipality¡¯s science and technology development and the fields of science
and technology that enjoy priority of development. To cooperate, with relevant
departments, the drawing up of the long- and medium-term planning and annual
plans for Shanghai¡¯s science and technology development. To study and put
forward the policies and measures for this Municipality¡¯s system reform of
science and technology; to promote the establishment of system and mechanism of
science and technology innovation that adapt themselves to the socialist market
economy and the inherent law of science and technology development; to be
responsible for the guidance of this Municipality¡¯s work of system reform of
scientific research institutes. To study and work out project plans for basic,
applied and developmental research in science and organize their implementation.
To promote the work of the transformation of scientific and technological
achievements and the industrialization of high and new technology; to guide this
Municipality¡¯s professional work of high and new technology industry development
zones and to undertake the affirmation work of high and new technology
enterprises and products jointly with relevant departments. To be responsible
for this Municipality¡¯s administration work of scientific and technological
achievements; to guide this Municipality¡¯s work of technological markets. To
formulate and implement the construction plans for this Municipality¡¯s key
laboratories, scientific research centers and engineering technology research
centers. To study the measures for increasing input in science and technology in
multiple channels; to optimize the allocation of scientific and technological
resources; to be responsible for the formulation of the budget and final account
of related funds such as local scientific undertaking funds, scientific and
technological funds of three items and other special scientific and
technological funds, and the supervision and administration of their use. To
study and draw up the planning and relevant policies concerning the development
of scientific and technological talents jointly with relevant departments; to
implement this Municipality¡¯s training program of scientific and technological
talents; to be responsible for this Municipality¡¯s recommendation of
academicians of the Chinese Academy of Sciences and Chinese Academy of
Engineering and do a good job of service; to be responsible for this
Municipality¡¯s work of assessing and ascertaining professional technological
titles of natural science research series. To be responsible for this
Municipality¡¯s work of foreign affairs and international cooperation related to
science and technology; to be responsible for the examination and approval of
going abroad (leaving the mainland of China) for the purposes of scientific and
technological investigation, attendance of international academic conferences
and scientific and technological cooperation, and to examine and approve foreign
scientific and technological personnel coming to Shanghai for scientific and
technological cooperation; to be responsible for the check of technology-related
export and the protection of technological secret; to be responsible for the
scientific and technological cooperation and exchange with Hong Kong, Macao and
Taiwan regions. To be responsible for the administration of popularization of
science, scientific and technological information, scientific and technological
news, scientific and technological archives and scientific and technological
periodicals; to be responsible for the statistical work of science and
technology. To guide and coordinate the work of science and technology of this
Municipality and the units of the central government stationing in Shanghai. To
undertake other matters assigned by the Municipal Government. |
