The Major Duties are:
1. To implement the guidelines, policies, laws,
rules and regulations related to the work of public health; to study and draw up
the drafts of local laws, rules and policies concerning the work of public
health in the light of the actual circumstances of this Municipality, and
organize the implementation of the laws, rules and policies concerned.
2. To
organize the formulation of the development planning and annual plan of this
Municipality¡¯s public health undertakings according to this Municipality¡¯s
overall planning for national economy and social development, and organize their
implementation.
3. To organize and carry out the health education of the
whole people; to be responsible for the formulation and organization of
implementation of prevention and treatment planning for infectious diseases and
chronic non-infectious diseases, to monitor infectious diseases according to
law, to carry out the emergent handling of major outbreaks of epidemic
situations and diseases, and to prevent and control the occurrence and
infestation of epidemic situation and disease; to be responsible for the
establishment of this Municipality¡¯s network of medical aid centers and organize
the implementation of emergent medical aid for major outbreaks of disasters and
accidents.
4. To practice, according to law, the supervision and
administration of food hygiene, hygiene of public places, labor hygiene and
occupational diseases, drinking water hygiene, cosmetics hygiene, radiation
hygiene, school hygiene, construction projects hygiene and infectious
diseases.
5. To study and direct the reform of medical institutions; to be
responsible for the practice of permit system for medical institutions and
equipping costly medical facilities and exercise supervision and administration
thereof according to law; to be responsible for the formulation of the standards
of medical quality and technical norms and supervise their implementation; to
administer the clinical pharmaceutical work inside medical institutions
according to law.
6. To mobilize and organize gratuitous blood donation of
citizens, to supervise and administrate the collection and supply of blood of
blood stations and blood plasma collection stations, as well as the quality of
clinical use of blood.
7. To be responsible for the formulation of the
development planning of traditional Chinese medicine and promote the coordinated
development of traditional Chinese medicine and integrated traditional Chinese
and Western medicine.
8. To study and formulate the plannings and policies
of the work of community hygiene, rural hygiene, maternity and child hygiene and
primary health care, and organize their implementation; to administrate special
techniques of maternity and child care according to law.
9. To be
responsible for the formulation of the planning of key medical science and
technology development; to organize the tackling of key scientific research
programs of medicine and health, and to direct the work of transformation and
dissemination of scientific and technological achievements in medical research;
to organize and carry out international exchanges and cooperation in the field
of medicine and health.
10. To be responsible for the formulation of the
plannings of medical education and development of public health talents; to
direct and coordinate the organization and implementation of the appointment
system of professional technological titles of health research series and the
authentication system of professional technological practicing qualification; to
be responsible for the formulation of professional ethical norms of medical
technological personnel and organize the professional ethical education.
