Major duties£º
1. To implement the guidelines and policies, and enforce
laws, rules and regulations related to educational affairs; to study and draw up
the drafts of local laws and regulations on educational affairs, and formulate
relevant policies in the light of the actual circumstances in this Municipality,
and organize the implementation of relevant rules, regulations and policies.
2. To study and put forward the development strategy of education reform in
this Municipality according to this Municipality¡¯s overall planning for national
economy and social development; to formulate this Municipality¡¯s education
development planning and the annual plans of all levels and all categories; to
put forward the development keypoint, structure, speed and steps of the
education undertaking; to direct and coordinate the implementation of education
planning and plan; to take charge of the statistics, analysis and release of the
basic information of education.
3. To carry out the works of overall planning
and macro-administration of pre-school education, the elementary education,
higher education, vocational education, adult education; to plan overall,
coordinate, and direct the comprehensive reform of the education system, the
school-running system, and the education and teaching; to coordinate and
administrate overall the institutions of higher learning jointly ran by the
Ministry of Education and this Municipality; to undertake the routine work of
the Municipal Vocational Technology Education Commission and the Municipal Adult
Education Commission
4. To examine and verify, or to examine and approve the
setting up, cancellation and alteration of institutions at professional training
level of higher education; to examine and approve the specialties offered in the
institutions of higher learning; to study and draw up the educational policies
for school-running by sectors of society; to be responsible for the examination
and approval and administration of school-running involving foreigners by the
institutions of higher learning.
5. To participate in the woking-out of the
education budget, administrate the usage of relevant special purpose funds; to
put under centralized management the overseas aids to this Municipality¡¯s
education and education loans.
6. To work out the set-up criteria and the
basic education requirements for different kinds of schools including
pre-education, primary, secondary education; to organize the compiling,
examination and approval of the unifiedly compiled teaching materials for
primary and secondary schools; to work out the planning of the educational
technological equipment and its necessary accessory criteria; to undertake the
routine work of the Municipal Working Group for Nurseries and Kindergartens
affairs; to organize the work of education supervision, guidance and
evaluation.
7. To comprehensively administrate the recruiting work of
different kinds of education with academic record; to be responsible for the
management of student status of higher education with academic record; to carry
out the reform of the employment-obtaining system for the graduates of
institutions of higher learning jointly with relevant departments.
8. To
direct the education work of schools of different levels and kinds, including
the moral education, intellectual education, physical education, and aesthetic
education; to overall coordinate the education work in community; to plan and
coordinate the construction of spiritual civilization in the education system;
to be responsible for the routine work of the Municipal Commission of protection
of juvenile persons.
9. To direct the institutions of higher learning to
undertake the national and municipal important research project, direct and push
forward the research work of natural science, philosophy and social science in
the education system; to plan and administrate the applied research and the
spreading work of new- and high- technology made by the institutions of higher
learning, and push forward the combination of¡°production, study, research¡±; to
direct and coordinate the development of industries operated by the
institutions.
10. To overall plan and direct the construction work of, by
taking the professional ethics as the core, the ranks of teachers and
administrative cadres of all levels and all kinds; to administrate in the macro
level the work of identification of teachers¡¯qualification; to direct and
coordinate the implementation of appointment system of the education series of
position with professional technical.
11. To put under centralized
management the external exchanges of the education setup; to be responsible for
the citywide management work of students studying abroad, foreign students
studying in Shanghai, foreign-aid teachers, visiting specialists of culture and
education to Shanghai, teachers with foreign nationality of the education setup,
and the educational exchange work with Hongkong region, Macao region and Taiwan
region; to plan and direct the teaching work of Chinese to foreigners; to
administrate the intermediary organizations that provide consultation services
to the self-supporting students studying abroad jointly with relevant
departments.
12. To plan, direct and coordinate the reform of logistic works
of school and the logistic management work; to coordinate and direct the work of
rectification and control of school environment and safety.
13. To be
responsible for the routine work of the Municipal Working Committee of Spoken
and Written Language.
14. To be responsible for the routine work of
Municipal Academic Degree Committee.
15. To be responsible for the acceptance
and handling of administrative reconsideration applications and response to
administrative actions.
16. To undertake other matters assigned by the
