The major duties are:

1. To be responsible for the macro-planning, structural readjustment and macro-management of working personnel of state organs and institutions in this Municipality; to draw up the policies and regulations on this Municipality¡¯s administration of personnel; to direct supervise, inspect, coordinate and serve this Municipality¡¯s personnel work; to draw up the plans of the authorized size and wages of state organs and institutions in this Municipality.

2. To study and formulate the policies and regulations concerning personnel system reform, and set up scientized and legal-systemized personnel system; to coordinate and direct the personnel system reform of this Municipality¡¯s enterprises and institutions jointly with the related departments; to comprehensively manage the cadres of employed by appointment this Municipality.

3. To comprehensively manage and promote the civil servant work, formulate this municipality¡¯s implementation procedures on carrying out the civil servant system and the implementation detailed rules of separate regulations, and organize their implementation; to plan and direct all the departments and districts/counties to implement the civil servants system; to guide the Shanghai Administration College professional directions.

4. To do the work of comprehensive administration of this Municipality¡¯s specialized technicians, formulate the policies of appointment system of the specialized technical position, the system of assessing and determining the qualification of professional skills, and the professional qualification, and organize their implementation; to study and draw up the policies and procedures for management system of post doctoral study; to make the work of comprehensive administration of experts in this Municipality and experts who come and settle in China or returned experts; to administrate the coordination work of the sending this Municipality¡¯s personnel of non-education setup to study aboard and arranging their placement after their return.

5. To do the comprehensive administration work of training and education of talent in this Municipality, carry out the forecast and analysis of talent resources, make the planning of talents training and exploitation, draw up the policies and regulations on the ranks construction and the continuous education of specialized technicians and managerial personnel in this Municipality, and organize and direct their implementation.

6. To draw up this Municipality¡¯s policies and regulations on the flow of talent, direct and promote the development of talents market, administrate the agencies for service of talents exchange, and take charge of the arbitration of disputes on personnel affairs; to be responsible for the allocation of work of the technical secondary school graduates, cooperate in directing the work of college graduates¡¯employment in this Municipality with relevant departments; to undertake the deployment of personnel for specially needed by the state or by this Municipality.

7. To do the comprehensive administration work of wages of this Municipality¡¯s organs and institutions, formulate the policies and regulations procedures of administration of wages of this Municipality¡¯s organs and institutions, and organize their implementation; to study and perfect the welfare system of organs and institutions, and organize and direct technical grade tests the checkup work of workers¡¯in organs and institutions.

8. To draw up policies and regulations on the unemployment insurance and industrial injury insurance in this Municipality¡¯s organs and institutions, and organize their implementation; to study and formulate the policies of retirement and resignation from permanent work of personnel in organs and institutions, and take charge of the administration of retired or resigned from permanent work personnel under section chief rank (including the section chief rank).

9. To do the comprehensive administration work of government award and commendation, study and formulate the rewards and punishment policies, and organize the implementation; to formulate and coordinate the citywide plan of choosing through appraisal. The commendable items examine and verify the items and personnel awarded and commended in the name of their municipal government; to undertake going through of the appointment and removal procedure of the personnel appointed and removed in the name of the municipal government; to be responsible for the work of handling punishment and complaint.

10. To be responsible for drawing up the policies on the placement of military cadres transferred to local work, formulating placement and training plans, and organizing their implementation.

11. To do the comprehensive administration work of introducing experts and technical intelligence overseas, study and formulate the planning and policies on the introduction of intelligence overseas and foreign expert, and organize their implementation; to direct and coordinate the administration work of introducing intelligence abroad of all the departments of the Municipal government and all districts/counties; to be responsible for the management, service and Statistic work of foreign expert introduction; to be responsible for the examination and verification and management of the training groups and personnel going abroad; to direct the international exchange and cooperation of personnel affairs system in this Municipality.

12. To do the comprehensive administration work of scientific research and information of personnel affair system in this Municipality.

13. To undertakes other matters assigned by the Municipal Party Committee and the Municipal Government.
