Shanghai Administration of Sports
Main Duties:
1. to carry out guidelines, policies, laws, rules and
regulations concerning sports; to study to draw up the drafts of local rules,
regulations, and policies concerning sports in the light of the actual
circumstances of this Municipality, and organize the implementation of relevant
rules, regulations, and policies;
2. to formulate this Municipality’s
development strategy and targets of sports; to direct and push forward the
reform of sports system; to draw up the development planning and plans of this
Municipality’s sports undertakings, and organize relevant implementation;
3.
to direct and inspect the district/county’s work on sports; to push forward
nation-wide body-building plan, and direct the initiation of masses’sports
activities; to be responsible for the implementation of national standards for
physical training; to organize and direct the survey and determination of
national people’s constitution;
4. to be responsible for the overall planning
of the setup and major layout of this Municipality’s sports events and games; to
study and direct the construction of the contingents of outstanding athletes,
amateur training, and the work of combining sports with education; to carry out
the absorption of and arrange the placement of outstanding athletes in
cooperation with relevant departments; to strengthen the ideological and
political work of the athletes contingent;
5. to be responsible for the
formulation of sports competition system, and direct and coordinate the work of
sports competition; to be responsible for the reporting and registration work of
sports competition at the level of trans-district, trans-county, municipal and
above;
6. to be responsible for the drawing-up of the planning of scientific
and technological research and education of sports; to organize the brainstorm
of major scientific and technological research in the field of physical culture,
and the spread of the research achievements; to organize the anti-doping work;
7. to cooperate with relevant departments to plan and coordinate the
construction layout of sports places and facilities; to be responsible for the
examination and approval of employment requirements of sports operation
activities, and to administrate the sports market in accordance with laws;
8.
to be responsible for the acceptance and handling of administrative
reconsideration and response to administrative litigation; and
9. to
coordinate, direct and administrate sports external contact of this
Municipality; to conduct sports cooperation and exchange with foreign countries,
Hong Kong, Macao, or Taiwan region; to undertake other matters assigned by
Shanghai Municipal People’s Government.
