The major duties of the Shanghai Municipal Informatization Commission are:

1. To implement the guidelines and policies and enforce laws, rules and regulations related to informatization work; to study and draw up the drafts of the local rules and regulations, formulate and issue the normative documents and policies concerning informatization work and organize their implementation; to organize and coordinate the important issues arisen during the course of construction of informatization including information security; to organize the establishment of the coordinating mechanism of informatization work.

2. To study and formulate the informatization development strategy, draw up the long- and medium-term planning, special plans and annual plans for Shanghai’s informatization according to the overall planning for national economy and social development, and organize, coordinate and supervise the implementation of such strategy and plans; to organize and establish the informatization survey and statistics system; to conduct the statistics of informatization and the release of information jointly with the relevant departments.

3. To put forward the proposal for this Municipality’s overall scale of fixed assets investment and annual investment plan of informatization; to organize the planning of important informatization construction projects; to put forward the opinion of the competent department of the trade on the major informatization investment projects or informatization construction projects funded by the municipal financial resources that need be comprehensively equilibrated and enjoy policy treatment according to regulations; to be responsible for the verification and report the investment projects that are subject to the examination and approval by the Ministry of Information Industry; to lead the social funds into the direction of informatization investment; to organize and administer the work of advancement and implementation of government invested informatization projects and major informatization projects jointly with relevant departments; to be responsible for the comprehensive balance and administration of the use of special funds for informatization construction.

4. To organize, coordinate and direct the development of information resources, the application of information technology, the construction of e-government and promotion of e-commerce as well as advancement of informatization application in all social and economic aspects; to be responsible for the coordinated administration of the sharing of the social and public information resources; to organize and coordinate the trans-departmental, trans-industrial or inter-domain informatization application.

5. To organize, coordinate and advance the development of the intellectual card; to organize, coordinate and direct the implementation of the important projects in the intellectual card application; to be responsible for the administration and spread of the use of the social security card; to direct the make and issuance of the social security card; to be responsible for the administration of the issuance of the non-bank card; to organize and coordinate the promotion of the use of the non-bank card; to organize, coordinate and advance the development of the bank card industry; to spread the various application based upon the bank card.

6. To organize the implementation of the national and local information technical standards; to study and formulate the technical standards for this Municipality’s informatization work jointly with the relevant departments; to be responsible for the administration of the scientific research and development of this Municipality’s information industry; to participate in the organization of the tackling of problem of the important informatization scientific and technological projects and in the digestion, absorption and innovation of the introduced technologies; to promote the industrialization of achievements in scientific research; to direct the quality supervision and administration of electronic information products; to direct and push forward the establishment of innovation mechanism of the enterprises’information technology.

7. To organize the formulation and implementation of planning, plans and policies of information industry (including the electronic information products manufacture industry, software industry and information service industry) jointly with the relevant departments; to direct the readjustment of industrial structure, product structure and enterprise structure; to guide and support the development of information industry; to coordinate and participate in foreign capital utilization projects of information industry; to coordinate and advance the implementation of important construction projects of information industry; to do a good job of the administration of the electronic military products jointly with the relevant departments in line with the requirements set by the Ministry of Information Industry.

8. To be responsible for the planning, coordination and administration of the information infrastructure construction of this Municipality; to organize and direct the relevant departments to draw up the planning for the communication pipelines, public communication network(wire and wireless), information network for special purpose, and undertake the corresponding administrative work; to coordinate major matters involving social public interests in the telecommunication market; to be responsible for trans-industry and trans-department inter-connection and inter-communication of network geared to social service.

9. To organize and coordinate the establishment of information security safeguard system; to be responsible for the work of directing and coordinating the information security precaution; to be responsible for the supervision and administration of the work of the security technologies, equipments and products of information network.

10. To organize, coordinate and direct the work of training, popularization education of informatization publicity, and the forecast and planning for professional informatization talents; to be responsible for the cooperation and exchange of informatization work.

11. To be responsible for the supervision and administration of the credit service industry; organize and coordinate the development and sharing of the information resources; to advance the social good faith system that is geared to the needs of individuals and enterprises and covers all aspects of social and economic life.

12. To organize and direct the construction of information systems of social security and townspeople service; to be responsible for construction, operation, maintenance and security of the municipal-level exchange platform and fundamental information sharing database; to advance the information sharing of all member units of the townspeople service information system; to promote the informatization management of the townspeople’s personal social affairs.

13. To be responsible for the administration of the radio matters of this Municipality.

14. To direct trade associations and social intermediary organization in the filed of informatization.

15. To be responsible for the work of linking and coordinating the relevant businesses of the working agencies of informatization of the central government stationing in Shanghai and their related enterprises.

16. To be responsible for acceptance and handling of administrative reconsideration cases and response to administrative actions.

17. To undertake other matters assigned by the Municipal Government.
