The major duties are:

1、To implement the guidelines and policies as well as laws, rules and regulations related to housing, land, geological mineral resources and housing reform work; to study and draw up the drafts of local rules, regulations and relevant policies on housing, land, geological mineral resources and housing reform work in the light of the actual circumstances in the Municipality, and organize the implementation of relevant rules, regulations and policies.

2、To study and formulate the medium-term and long-term planning on overall planning of utilization of land, planning of mineral resources protection and reasonable utilization, planning of geological calamity prevention and control, planning of real estate industry development; to be responsible for formulating the annual plans of utilization and development of land and geological exploration; and organize its implementation.

3、To be responsible for the administration of records of land and houses, registration and issuance ownership certificate of real estate; to verify and determine according to law the ownership of real estate, to set up data base of land records and house records; to be responsible for professional mapping of house records, to cooperate with the municipal mapping department to take part in the formulation of land records mapping planning, to organize and direct the relevant work of professional mapping of land records.

4、To administrate centralized urban and rural land resources; to be responsible for the gross control and the control of purpose of use of urban construction use land; to be responsible for the examination and approval and administration of the land allocation, requisition, change of agricultural land used to other purposes of constructive use land, as well as the examination and approval and administration of the reclamation, leveling and re-use of land reclamation; to cooperate with relevant departments to do a good job of the administration of mudflats.

5、To study and formulate the policies and measures on deepening the reform of land usage system; to organize according to law the implementation of the administration of sale, lease, investment with land at an reasonable price, transfer, trade and government purchase of the use of land; to direct the administration of the transfer of the rural collectively owned non-agricultural land use right owned.

6、To administrate the development, utilization and protection of mineral resources according to law; to undertake the administration of the reserves of mineral resources as well as the right to explore the mine and the right to mining; to levy the compensation fee of mineral resources.

7、To be responsible for the professional administration and specific implementation of survey of geological environment, prevention and control of geological calamity, and the protection of geological relics; to be responsible for the investigation, supervision and administration of geological environment; to be responsible for the ground inspection and prevention; to be responsible for the inspection, supervision and prevention of the excessive exploitation and pollution of the ground water; to be responsible for the administration of the exploitation of mineral water and terrestrial heat.

8、To be responsible for the trade administration of the real estates market, including the registration administration of sale in advance and sale, and administration of sale, lease, exchange, evaluation, brokering and information; to be responsible for the administration of the qualification of the real estates development and operation enterprises and real estates evaluation organizations.

9、To be responsible for the trade administration of property management, including the administration of qualification of property management enterprises; to direct, coordinate and supervise the operation of owners committee as well as the administration and use of the funds for house maintenance and repair.

10、To be responsible for the administrative management of the use, repair, demolition and relocation, renovation, preserve and protection and appraisement of safety of all sorts of houses; entrusted by state assets administration committee to be responsible for the supervision and administration of directly administrated state-owned houses assets.

11、To be responsible for the organization of implementation of housing system reform, including the housing distribution system reform, sale of state-owned apartments, adjustment of the rents of state-owned houses as well as the establishment of the low-rental houses system.

12、To organize, direct, coordinate and supervise the administrative law enforcement on houses, land, geological and mineral products as well as housing system reform; to impose administrative penalties according to law on various acts in violation of laws, rules and regulations, to handle various disputes of real estates ownership and geological and mineral resources ownership according to law.

13、To be responsible for the work of science and technology and education of house, land and geological and mineral resources; to organize and coordinate this setup’s information network construction; to organize and direct the planning of talents and relevant training of qualification of practice professional.

14、To participate in the administration of the funds related to houses and land; to arrange and supervise the use and administration of the funds of geological mineral resources that appropriated by the finance.

15、To be responsible for acceptance and handling of administrative reconsideration cases and response to administrative litigations.

16、To undertake other matters assigned by the Municipal Government.
