The major duties:

1、To implement the guidelines and policies and enforce laws, rules and regulations related to patents; to study and draw up the drafts of local rules, regulations on patents affairs and formulate relevant policies in the light of the actual circumstances in the Municipality, and organize the implementation of relevant rules, regulations and policies.

2、To formulate this Municipality’s medium-term and long-term development planning of patent work, and organize its implementation; to study and draw up the strategy of the concerted development of this Municipality’s patents and relevant industries.

3、To be responsible for the acceptance and handling of patent applications; to handle this Municipality’s patent disputes, and to investigate and punish the acts of supposititious patent according to law.

4、To be responsible for propaganda, popularization and education work of laws and regulations related to patent and intellectual property rights.

5、To be responsible for in administrating patent and technology markets, patent intermediary service organizations, and patent work in the patent license trade; to assist agencies concerned to administrate patent work in import and export of technology.

6、To be responsible for release of patent information and organizing and building work of patent information network; to direct the development and utilization of the patent information resource.

7、To overall plan and coordinate this Municipality’s affairs on intellectual property rights involving foreign elements; to be responsible for the cooperation and exchange with foreign countries, HongKong, Macao and Taiwan Regions in the aspect of patent work.

8、To be responsible for the acceptance and handling of administrative reconsideration cases and response to administrative litigations.

9、To undertake other matters assigned by the Municipal Government.
