The major duties of the Shanghai Municipal Statistics Bureau are as follows:

To implement the guidelines, policies, laws, rules and regulations related to statistic work; to study and draw up the drafts of local regulations, rules and policies in relation to the statistical work in the light of the actual circumstances in this Municipality, and organize the implementation of such rules and regulations, and policies.

To establish and improve the statistical target system and formulate the citywide uniform basic statistics system in the light the of the actual circumstances of this Municipality; to organize, lead, supervise and inspect the statistical and national economic accounting work of all the districts/counties and departments; to examine the statistics investigation plans and schemes of all the districts/counties and departments; to be responsible for the examination, approval, and administration of the statistics investigation.

To organize the major survey of national situation and power, and city’s situation and power jointly with the relevant departments; to collect, arrange and provide the citywide basic statistical information and materials; to be responsible for the statistical analysis, statistical forecast and statistical supervision of national economy, scientific and technological advancement and social development, and provide timely statistical information and consulting suggestions to the Standing Committee of the Municipal People’s Congress, the Municipal Government and the relevant departments; to collect, arrange and provide the basic statistic information and materials of other provinces and municipalities in this country and of other countries and big cities for comparative study.

To conduct centralized the assessment, verification, administration and publicizing of the citywide basic statistical information, and periodically publicize the statistical information of national economy, scientific and technological advancement and social development.

To plan and manage the automatic system of statistical information and the statistical database system. To organize and coordinate the construction of the statistical database net of all the district’s counties and departments.

To be responsible for the management of the statistics undertaking funds of this Municipality appropriated by the State Statistics Bureau; to lead and manage the city’s social economy investigation team, investigation team of rural social economy and enterprises investigation team as authorized by the State Statistics Bureau; to assist in the management of the major officials of statistic departments of all the districts/ counties.

To direct the statistical education and training work; to guide and coordinate the organization and implementation of the professional technical position appointment system and the professional technical qualification certification system of this series.

To be responsible for the acceptances and handling of the administrative reconsideration applications and response to the administrative litigations.

To undertake other matters assigned by the Municipal Government.
