Main duties:
1.To implement the guidelines and policies, and enforce laws, rules and regulations related to the work of civil defense and people’s air defense; in the light of the this Municipality’s reality, to study and draw up the drafts of local laws, rules and regulations and policies related to the work of civil defense, and organize the implementation of related laws, rules, regulations and policies.
2.To organize the formulation of the construction planning for civil defense engineering, the overall construction planning for civil defense communication, and the construction planning for air-defense alarm; to cooperate with related departments to formulate this Municipality’s anti-disaster and disaster-relieving planning; to organize the formulation of this Municipality’s anti-air-raid plan; to organize the drafting of and be responsible for managing the emergency preplan for disastrous chemical accidents, radioactive pollution accidents and so on.
3.To supervise, examine the construction of people’s air defense of the city and important economic targets; to organize the construction and management of civil defense commanding post, air-defense communication network and alarm network; to organize the performance of anti-air-raid exercise and the trial blowing of anti-air-raid alarm siren.
4.To participate in the examination of the planning for the main underground traffic lines and underground public infrastructure; to examine the air defense basement built in combination with civil architectures in accordance with the limits of power to examine and approve the planning for construction projects; and to collect according to law the civil defense project construction fees and incorporate them into the overall arrangements of civil defense fund budget.
5.To be responsible for the work related to the quality management and check and acceptance upon completion of civil defense projects and conduct check on the air defense basement built in combination of civil architectures; to be responsible for managing the utilization, demolition and abandonment of civil defense projects, and for the management of the maintenance of the civil defense projects for public use.
6. To organize, direct and coordinate the work of the organization of mass air defense emergency relief; to be responsible for establishing and drilling the special relief team of civil defense and the emergency relief team of chemical accident; to cooperate with related departments to collect the information related to the disaster and disastrous accidents occurring in this Municipality and the handling thereof; to organize the emergency relief of chemical accidents.
7.To cooperate with related departments to balance, supervise, and check the situation of the distribution and use of the fund and materials concerning people’s air defense and anti-disaster and disaster relief.
8.To organize the scientific and technological research, management and academic exchange related to civil defense and people’s air defense; to organize, direct and coordinate this Municipality’s work of propaganda and education of civil defense and be responsible for the supervision, urging and check thereof; and to direct and organize the team of volunteers of civil defense.
9. To organize, direct and coordinate and supervise the administrative law enforcement work related to civil defense; to be responsible for the work of handling the administrative reconsideration concerning civil defense and appear in court to response to administrative lawsuits therefor.
10.to undertake other matters assigned by the Municipal National Defense Mobilization Committee.
11.to undertake other matters assigned by the Municipal People’s Government.
