Major duties:
1.To implement the guidelines and policies, and enforce laws, rules and regulations related to the work of harbor and shipping; in the light of the actual circumstances of this Municipality, to study and draw up the draft of local laws, rules and regulations and policies related to the work of harbor and shipping, draw up harbor articles of associations , and organize the implementation of related laws, rules, regulations and policies.
2.To formulate the planning for Shanghai harbor(including the new port area of Yangshan) in terms of the strategic requirements of both the country and this Municipality on harbor development and this Municipality’s overall city zoning planning; to exercise administration on harbor line, land area, and water area in the light of the provisions of related laws, rules and regulations.
3.To be responsible for the trade management work of the international ocean shipping, coastal shipping and on-Yangtze-River shipping that are within the limit of administrative power of local government; to be responsible for handling the work of reporting for the record the coastal and international shipping line; and to organize, guide and supervise the work of administrative law enforcement of the trade of harbor and shipping.
4.To be responsible for the work of trade management over Shanghai’s harbor affairs and shipping; to exercise supervision and administration over the operation order, and safe production of Shanghai’s harbor affairs and shipping, and the sanitation and anti-epidemic, environmental protection, etc., of the water area in the administrative area of Shanghai; to exercise according law the administration over such matters as the maritime affairs and waterway in Shanghai port that are within the limits of administrative power of local government; and to organize the handling of the critical emergency accidents, the critical disastrous accidents and the critical service-providing accidents that occur in the administrative area of Shanghai.
5.To be responsible for the planning and administration work related to the public-use infrastructure and inland-river waterway of Shanghai Harbor, and be responsible for the including-into-authorized-plan and management of inland river passage construction in accordance with the State-set capital construction procedures, and limits of power; and to be responsible for coordinating and pushing ahead the work of the science and technology concerning harbor affairs and shipping.
6. To be responsible for exercising supervision and administration on the market order of the construction of Shanghai Harbor and the inland river passages, and exercise supervision on the engineering quality and safety of the construction project of harbor and inland water passages.
7.To be responsible for coordinating the shipping of State key materials, emergency and special materials, military materials and the risk-and-disaster-relief materials; and to be responsible for demarcating and examining and approving the area of the berths, stock houses and stack floors for loading, unloading and storing risky cargoes in Shanghai Harbor, and exercise supervision thereon.
8.To be responsible for levying and collecting, and being commissioned to levy and collect the stipulated fees and other fees related to harbor and shipping that are provided by the country and Shanghai; and to cooperate with relevant departments to exercise supervision and administration over the operational fee-charging items and prices of the enterprises concerning Shanghai’s harbor affairs and shipping.
9. To be responsible for the work of supervising and administering the piloting of the domestic and foreign vessels entering and departing Shanghai Harbor; and to be responsible for the work of conducting cooperation and technological exchange between Shanghai Harbor and the other domestic harbors and foreign harbors, and the important foreign activities.
10.To be responsible for the work of administrating the technical and vocational training, examination and issuance for certificates of the workers engaging in harbor affairs and shipping of Shanghai; and to be responsible for collecting information, and the work of statistics and administration concerning harbor affairs and shipping of Shanghai.
11. To be responsible for the related work of handling administrative reconsideration and appear in court response to administrative lawsuit.
12.To undertake other matters assigned by the Municipal People’s Government.
