The Major duties are:
To cooperate with the supervision organ of the
central government to implement the guiding principles, policies, laws, rules
and regulations of the state related to the work of finance, and at the same
time in the light of this Municipality¡¯s actual circumstances, put forward
suggestions on the work and organize their implementation; on the basis of this
Municipality¡¯s overall planning for national economy and social development, to
draw up and revise the mid-term and long-term planning and the work plan for the
development of this Municipality¡¯s finance industry; to study and analyze macro
financial situation, the State finance policies and the operation of this
Municipality¡¯s finance, and put forward the opinions on improving financial
development environment, strengthening service and promoting development, and
the suggestions on policy; to assist the Central Government supervision organ
and the relevant municipal departments to rectify and normalize financial order,
coordinate and handle the work of preventing and eliminating financial risk,
strengthen the construction of this Municipality¡¯s social credit system, uphold
social stability, and promote the construction of safe financial areas; to
conduct the macro administration on local financial organs, and coordinate the
optimized distribution of local financial resources; to be responsible for the
liaison between local governments and the financial organizations of the Central
government and its branches in Shanghai, and do a good job of cooperation,
coordination and information exchange; to promote the reform, innovation and
opening up to the outside world of this Municipality¡¯s finance industry, and
support the comprehensive reform of financial organizations; to cooperate with
the supervisory organizations and relevant departments to push on such work as
the establishment of modern enterprise system, improvement of the structure of
management by legal person, and the enhancement of asset quality of this
Municipality¡¯s listed companies; and to undertake other matters assigned by the
Municipal People¡¯s Government. |
