The major duties are:

1. To implement the guidelines and policies and enforce laws, rules and regulations related to quality and technical supervision affairs; to study and draw up the drafts of local rules, and regulations, and policies on quality and technical supervision affairs, and organize the implementation of relevant rules, and regulations, and policies.

2. To administer the supervision of quality of the whole municipality.

3. To direct and administer the quality work of the municipality.

4. To administer and supervise the quality certification work of the whole municipality.

5. To administer and supervise the work of standardization of this municipality.

6. To conduct centralized administration and supervision of the measurement work of the municipality.

7. To integrate the control and the safety of special equipment; to conduct the import and export supervision and inspection of boiler and pressure container.

8. To set up and perfect the quality and technique supervision working system; To organize, formulate and carry out their Municipality’s quality and technical supervision business development planning; To be responsible for examining, authentication, and supervisory administration of monitoring institutes that provide impartial data to society.

9. To organize and direct the propaganda, education, training, scientific research and information work related to quality and technical supervision; to organize and carry out the profession qualification test.

10. To represent this municipality to take part in the international exchange and cooperation activities concerning the quality and technical supervision; to administer the notice and consultation work on the related standards and technical rules in the“World Trade Organization/ Agreement on Technical Barriers to Trade”(WTO/TBT)

11. To be responsible for the acceptance and handling of administrative reconsideration application and response to administrative actions.

12. To conduct centralized leadership and administration of the quality and technical supervision agencies of all the districts and counties.
