Work Duties:
Shanghai Municipal Social Service Bureau is a functional department of
Shanghai Municipal PeopleĦŻs Government that provides comprehensive coordination
and service for the development of the new economic organizations and the new
social organizations (hereinafter jointly referred to asĦ°Two
NewsĦħorganizations), and performs its duties in the same office as Shanghai
Social Affairs Commission of the Communist Party of China.
Major duties:
1. To implement the guidelines, policies and laws, rules and regulations
relating toĦ°Two NewsĦħorganizations; to organize or participate in the drawing-up
of the drafts of local laws, rules and policies on the promotion of the
development ofĦ°Two NewsĦħorganizations in the light of the actual circumstances
of this Municipality.
2. To study the problems concerning the overall situation or the direction in
the development ofĦ°Two NewsĦħorganizations, put forward special planning
proposals concerning the development ofĦ°Two NewsĦħorganizations, and provide the
Municipal Government with consulting service in its decision-making.
3. To coordinate relevant departments in joint exploration of the channels
and methods of promoting the development ofĦ°Two NewsĦħorganizations, guide and
urge theĦ°Two NewsĦħorganizations to carry out their activities in accordance with
relevant laws, rules and regulations and their own articles of association, and
practice honest operation, and honest service.
4. To coordinate relevant departments in integrating and utilizing resources
of all sides, set up the mechanism of information-sharing, strengthen the
contact and communication withĦ°Two NewsĦħorganizations, jointly provide theĦ°Two
NewsĦħorganizations with such services as policy consultancy, release of
information, exploration of talents, cooperation and exchanges.
5. To undertake the duties of competent business administrative unit of trade
associations, take charge of the preliminary examination on the preparation,
establishment, alteration, separation, cancellation of trade associations; to
take charge of the education and training of the directors of trade
associations; to participate in the annual inspection and routine supervision
and administration over trade associations.
6. To timely carry out the summary, analysis and study on the development of
various trade associations, and put forward suggestions for countermeasures; to
supervise and urge relevant departments to strengthen the routine supervision
and administration in accordance with relevant laws, rules and regulations.
7. To take charge of the overall coordination and administration over market
intermediary organizations including the economic authentication intermediary
organization, and coordinate the relationship between relevant government
departments, intermediary trade associations, and the market intermediary
organizations; to strengthen the routine supervision and administration over the
market intermediary organizations jointly with registration administrative
departments and business administrative departments.
8. To keep abreast of the situation of examination and approval and annual
inspection on the preparation, establishment, alteration, separation and
cancellation of the market intermediary organizations, other mass organizations,
private-owned non-enterprise units, on the part of the competent business
administrative department and the registration organ; by means of filing for the
record, to participate in the supervision and administration over market
intermediary organizations, other mass organizations, private-owned
non-enterprise units.
9. To be responsible for the acceptance and handling of administrative
reconsideration application and the response to administrative lawsuits.
10. To undertake other matters assigned by the municipal
government. |
