Main Duties:
1. to implement the guidelines and policies and enforce the
laws, rules and regulations related to the development of transportation trade;
to study and draw up the drafts of local rules and regulations on transportation
trade and formulate relevant policies in the light of the actual circumstances
in this Municipality, and to organize the implementation of relevant rules,
regulations and policies;
2. to be responsible for the formulation of the
strategy of transportation development, and draw up the specialized
transportation planning and the mid-term and long-term planning for
transportation industry according to this Municipality’s social and economic
development and the urban master plan, and to organize their implementation; to
take charge of and coordinate the planning and construction of the public
transportation hubs, inland ports, inland channels, road passenger and cargo
transport centers and stations, urban public transport depots and stations,
etc.;
3. to be responsible for drawing up the annual supply plan, the plan
for key basic construction and technological renovation and the plan for
scientific and technological development and new product development; and to
supervise the implementation of such plans and be responsible for the
coordination and administration thereof;
4. to be responsible for the work of
the reform of economic system in transportation trade; to be responsible for the
building up and administration of the transportation market; to study and draw
up the rules of transactions, administration rules and management measures for
this Municipality’s transportation market; and to be responsible for the
construction and administration of the passenger and cargo transportation
markets;
5. to study and put forward the policies relevant to the development
of this Municipality’s transportation trade; to participate in the formulation
of economic policies and regulation and control measures relevant to the
transportation trade；to bring forward the price and charge standards of the
transportation trade administrated by the municipal authorities, and to organize
the implementation of such price and charge standards upon approval; and to
organize the implementation and supervision of the collection of transportation
charges;
6. to organize, direct, coordinate and supervise the administrative
law enforcement in the transportation trade; to be responsible for the
examination, verification and approval of the transportation
enterprises’operation qualification, newly-added transport capacity and
disposition of route resources, and the administration of the tendering and
bidding; and to be responsible for the trade administration of international
marine transportation, coastal transportation and the Yangtze River
transportation subject to the administration of the local government;
7. to
study and formulate the scientific and technological advancement planning and
scientific and technological policies related to the transportation trade; to
organize the research and development of major scientific and technological
projects, new products and new technology, and the model selection, development,
quality examination and approval of technical equipment for transportation
trade; and to organize the implementation of national technological standards
and trade norms governing transportation, and to draft the relevant local
technological standards and trade norms governing transportation;
8. to be
responsible for organizing and coordinating the supporting work for this
Municipality’s traffic facilities (not including the road traffic administration
facilities); to conduct full process administration of the transportation
project listed as the municipal government’s practical project; to be
responsible for and coordinate the construction and administration of relevant
infrastructure projects such as inland channels, hubs for passenger and cargo
transportation; and to comment on newly-built, rebuilt or extended projects
within the scope of planning control area of rail transportation;
9. to be
responsible for the supervisory administration of the safety and quality of the
transportation trade, and to cooperate in dealing with the major contingences,
disastrous accidents , and major service accidents; to enhance the comprehensive
administration of transportation service work; to formulate and organize the
implementation of standardized service norms governing the transportation trade;
and to organize the appraisal, supervision, and inspection of the quality of the
transportation products and services;
10. to be responsible for the
organization and coordination of the transportation of foreign trade, key,
urgent and special goods and materials, and the transportation of goods and
materials of important construction projects; to be responsible for the
organization and coordination of the special passenger transport task; to be
responsible for the coordination and promotion of the comprehensive transport
work of combined transport, international multimodal transport for containers
and so on; and to be responsible for the comprehensive coordination of the
transportation in and out of this Municipality;
11. to examine and approve,
or examine and verify, jointly with relevant departments, the projects of
Sino-foreign equity joint venture, Sino-foreign cooperative introduction of
technology, and introduction of equipment of the transportation trade according
to relevant provisions; and to undertake jointly with relevant departments
exchange activities that involve the transportation trade with foreign
governments and international organizations;
12. to be responsible for
acceptance and handling of administrative reconsideration, and response to
administrative litigation; and
13. to undertake other tasks assigned by
Shanghai Municipal People’s Government.
