The major duties are:
1. To implement the guidelines and policies, and enforce laws, rules and regulations related to social organizations and private non-enterprise organizations. To study and draw up the drafts of relevant local rules and regulations in the light of the actual circumstances in this Municipality, and to formulate the developing planning and policies on social organizations and private non-enterprise organizations.

2. To be responsible for the arrangement and setting-up examination and approval and the annual inspection of social organizations and private non-enterprise organizations.

3. To direct social organizations and private non-enterprise organizations to establish and improve all management systems, and check and ratify the manning quotas for social organizations and private non-enterprise organizations.

4. To assist in carrying out the building of Party organization within social organizations and private non-enterprise organizations.

5. To supervise and administer the activities of social organizations and private non-enterprise organizations, investigate and deal with illegal acts, and impose on administrative punishment.

6. To be responsible for the acceptance and handling of administrative reconsiderations cases and response to administrative actions.

7. To undertake other matters assigned by the Municipal Government.
