The major duties are:
1. To implement the guidelines and policies and enforce laws, rules and
regulations related to basic medical insurance of staff members and workers; to
study and draw up the drafts of local rules and regulations on basic medical
insurance of staff members and workers of this municipality, and formulate
relevant policies in the light of the actual circumstances in this Municipality,
and organize the implementation of relevant rules, regulations, and policies.
2. To be responsible for the formulation of the development planning and the
annual plans of this Municipality's basic medical insurance of staff members and
workers, and organize the implementation of such planning and plans; to be
responsible for the reform of this Municipality's basic medical insurance of
staff members and workers.
3. To formulate or revise the norms of administration according to the
national and this Municipality' relevant provisions on the payment standards,
consultation items, scope of medication and medical service facilities,
designated medical institutions and designated pharmacies, settlement and
examination and verification expenses of this Municipality's of staff members
and workers basic medical insurance, jointly with relevant department, and
supervise the implementation of such norms
4. To supervise and administrate the operation of this Municipality's basic
medical insurance funds of staff members and workers according to the national
and this Municipality's provisions; to be responsible for the budget and final
accounts of this Municipality's basic medical insurance expenses funds.
5. To be responsible for the administration of personal medical accounts of
this Municipality's of staff members and workers and the seeking of medical
treatment in the scope of basic medical insurance of staff members and workers;
to be responsible for the supervision of this Municipality's system of basic
medical insurance of staff members and workers.
6. To be responsible for the development and administration of the computer
system of staff members and workers' basic medical insurance; to do a good job
of statistical work of staff members and workers' basic medical insurance
jointly with relevant departments; to be responsible to issue bulletin and
release information related to this Municipality's staff members and workers'
basic medical insurance.
7. To be responsible for acceptance and handling of administrative
reconsideration cases and response to administrative actions.
8. To be responsible for the administration of the district/county medical
insurance agencies.
9. To administrate the medical allowance funds of civil servants which
centralizedly managed, to administrate medical guarantee of special objects
belonging to those staff members and workers used to enjoy free medical service.
10. To undertake other matters assigned by the Municipal
