The major duties are:

(1) To implement the guidelines and policies and enforce the laws, rules and regulations related to public works, the gas administration and pipeline supervision; to study and draw up the drafts of local rules, regulations and policies and organise the implementation of relevant rules, regulations and policies in the light of the actual circumstances in this Municipality, and organise, direct, coordinate and supervise administrative law enforcement in respect to public works, gas and pipeline.
(2) To participate in the formulation of overall planning of city development, and organise the formulation of specialised planning, medium-term and long-term construction plan of public works and gas project; to be responsible for the technology reserve of public works and gas construction project at early stage; to coordinate and balance the comprehensive pipeline plan.
(3) To be responsible for the formulation of annual investment plan of public works and gas contraction project solely invested by the Municipal Government or jointly invested by the municipal government and the district government, and organise the verification of project completion and transfer of fixed assets in accordance with relevant regulations; to compile and verify the annual repair and maintenance plan.
(4) To be responsible for supervisory administration of the construction, operation and maintenance of urban roads, bridges and tunnels, and the administration of the facilities of national defence transportation projects and reserve of equipment; to be responsible for uniform administration of public works construction and road administration;
(5) To be responsible for the administration of gas supply for urban area and suburban towns, the supervisory administration of gas construction project, the supervisory administration of the safety, quality and service of gas.
(6) To be responsible for supervisory administration of the implementation of all kinds of comprehensive pipeline projects construction and the arbitration of damage accidents within the scope of the roads.
(7) to organise and coordinate the emergency repairing of public works, gas and comprehensive pipelines, and to handle contingencies.
(8) To be responsible for the collection and administration of relevant stipulated charges in accordance with relevant laws, rules and regulations in respect of gas administration and pipeline supervision.
(9) To formulate the technological development plan of public works and the gas industry; to organise the appraisal of technological project achievements; to formulate the technological regulation and administrative rules of public works, gas and pipelines; to push forward the development of modernised management.
(10) To be responsible for the acceptance and handling of administrative reconsideration application and responding to against administrative actions.
(11) To undertake other matters assigned by the Municipal Government.
