The Major Duties are:

(1) To implement the guidelines and policies and enforce the laws, rules and regulations related to city appearance and environmental sanitation; to study and draw up the drafts of local rules and regulations, and policies, and organise the implementation of relevant rules, regulations and policies in the light of the actual circumstances in this Municipality.
(2) To participate in the formulation of and organising the implementation of specialised planning, medium-term and long-term of city appearance and environmental sanitation in accordance with the Overall Planning of National Economy and Social Development; to draw up and organise the implementation of local standards of city appearance and environmental sanitation.
(3) To be responsible for uniform administration of city appearance and environmental sanitation; to conduct supervision and inspection of city appearance and environmental sanitation work; to be responsible for supervision and administration of law enforcement in respect of city appearance and environmental sanitation.
(4) To be responsible for the administration of domestic wastes and specific pollutants; responsible for administration of motor cleaning and clean-keeping; to be responsible for administration of the necessary auxilliary facilities of city appearance and environmental sanitation; to be responsible for administration of city appearance and environmental sanitation in specific waterarea and other specific areas.
(5) To be responsible for the administration of landscape lighting and outdoors advertisements; to organise and coordinate the city appearance arrangement during the time of important festivals and other citywide important activities; to coordinate the comprehensive problems arising from the administration and construction in respect of city appearance and environmental sanitation
(6) To be responsible for formulation of technology development planning and annul plan of city appearance and environmental sanitation; to be responsible for carry out major research of technology; to push forward technological advancement and transformation of achievements of city appearance and environmental sanitation.
(7) To strengthen the international and inter-provincial exchange and cooperation in the areas of city appearance and environmental sanitation.
(8) To be responsible for acceptance and handling of administrative reconsideration application and responding to administrative actions.
(9) To undertake other matters assigned by the Municipal Government.
