Shanghai Municipal Grain Bureau

The major duties are:

1. To implement the guidelines and policies and enforce laws, rules and regulations related to the circulation and store-up of grain; to study and draw up the drafts of local rules and regulations on grain circulation and store up and formulate relevant polices in the light of the actual circumstances in this Municipality, and organize the implementation of relevant rules, regulations, and policies.

2. To study and put forward the scheme of the reform of this Municipality¡¯s grain circulation system, and organize its implementation; to direct and push forward the reform of the state-owned grain enterprises.

3. To study and put forward this Municipality¡¯s imports and exports plans on the macro-control of grain, overall balance and medium-term and long-term planning of grain circulation, and the suggestions to use municipal level store up grain, and to organize their implementation jointly with relevant departments.

4. To be responsible for the administration of the municipal level grain store-up, and to determine the scale, variety and layout of the municipal level grain store-up; to study and put forward the plans of purchase, sale and rotation of the municipal level grain store-up, and the standards of interest discount and fee subsidy, and organize their implementation; to formulate the construction plans of grain store-up facilities.

5. To be responsible for the implementation of the grain purchase and sale policies and purchase plans; to be responsible for the administration of purchase and sale operation of the state-owned grain purchase and sale enterprises and the alteration of property rights and purposes of the grain warehouses; to formulate the technical norms for the grain store-up and transportation and supervise their implementation; to be responsible for the supervision of the implementation of the grain quality standards.

6. To study and formulate the grain market construction planning and to administer grain markets in collaboration with other departments; to be responsible for the examination and approval of the qualification of the grain enterprises¡¯that engage in purchase and wholesale selling.

7. To be responsible for the administration of grain supply; to be responsible for the administration of the grain supply to the troops and universities, colleges, middle schools and vocational schools students, and the residents¡¯registered urban grain supply.

8. To be responsible for acceptance and handling of administrative reconsideration application and response to administrative actions.

9. To the trade administration, education and training of grain circulation; to direct and push forward technical renovation and the spread of new technology of the trade, to be responsible for the external exchanges and cooperation of the trade, and undertake the statistical work of the trade.

10. To undertake other matters assigned by the Municipal Government.
