Tu is in charge of finance, personnel, organization, file management, government works supervision and in partial charge of tax and auditing.

Tu Guangshao, male, was born in January 1959. An ethnic Han, Tu is a native of Ezhou City, in central China’s Hubei Province. He obtained his postgraduate degree in history at Peking University and is a graduate with a master's degree in economics and a senior economist. He is a member of the Standing Committee of the CPC Shanghai Committee and a vice mayor of Shanghai.

Tu began work in August 1977. He pursued his studies in the Economics Department of Peking University from 1978 to 1985. He served successively as head of the Policy Study Office of the Beijing Municipal Committee of the Communist Party of China, vice director of the information office of the capital's Trade Department, deputy director general in the planning department and the financial management department of the People’s Bank of China, deputy director of the financial information systems center of the People’s Bank of China, vice general manager of the China Securities Trading System Co Ltd, director of the trade department of the China Securities Regulatory Commission and secretary general of the China Securities Regulatory Commission.

Tu then served successively as Party secretary and general manager of the Shanghai Stock Exchange, Party committee member and secretary general of the China Securities Regulatory Commission since August 1997. In July 2002 he became Party committee member and vice chairman of the commission. He has been a member of the Standing Committee of the CPC Shanghai Committee, vice mayor of Shanghai and a member of the Party Leadership Group of the Shanghai city government since December 2007.
