Zhao Wen, female, was born in November 1956. Zhao is a native of Anqing, Anhui Province. She has an on-the-job postgraduate degree and a doctor's degree in administration. She is a professor. She now serves as a vice mayor of Shanghai.

Since Zhao started working in May 1974, she has served as deputy general accountant as well as manager of the finance department of the management committee of the Shanghai Wujiaochang Hi-Tech Park, associate professor of the accounting department of the business institute of Tongji University, deputy director of the accounting department of the economics and management institute of the university, president assistant of the university as well as director of the accounting department of the economics and management institute, vice governor of Nanhui District, deputy chairwoman of the Shanghai committee of the Jiu San Society, member of Shanghai People's Congress Standing Committee, member of the SPC's Economics and Finance Department, vice director of the budget working committee of the SPC Standing Committee, vice secretary-general at SPC Standing Committee, chairwoman of the Shanghai committee of the Jiu San Society and a member of the central standing committee of the society. She was elected as vice mayor of Shanghai in January 2008.
