Section 4, Section 5 and Section 16 of the "Regulations for Implementation"
clarify the function and the responsibility of government entities at each
level, in order to construct a means of spoken and written Chinese language.
They are characterized by "unified government leadership, coordinated by the
Language Committee, supported by each department, and combining every force to
achieve managerial cooperation".
Language and writing is concerned with national unity, ethnic bonding and
social progress. It is an immense social project to extend Putonghua nationwide
and perform well in spoken language and written work, in which the government
plays an essential role. Since the founding of New China, the Party and the
national government have always paid great attention to language and writing,
with strengthening the use of spoken and written language gradually. Up to now,
a working pattern has gradually been shaped, characterized by the unified
leadership of each level of government, the organization and coordination by
each level of working institutions of language and script, and the mutual
cooperation among every department and industry in which they have achieved
function division and collaborated management. According to the specific
situation of the city, the "Regulations for Implementation" further clarify and
classify the specific function and responsibility of each level of government,
language and writing working department and the management department of every
industry.
1. In Section 4 of the "Regulations for Implementation", the function and
responsibility of the municipal and county/district government is stipulated,
along with the keywords of "strengthen unified leadership".
Section 4.1 of the "Regulations for Implementation" stipulates: the municipal
and county/district government should strengthen their leadership regarding the
use of "Standard Spoken and Written Language", promoting Putonghua, implementing
Standard Chinese characters into the content of city management and the
development of the harmonious society. This is because spoken and written
language are an important part of all governmental functions, and it involves
every aspect of society, therefore the government must strengthen its leadership
over this matter, and make it an important focus of city management and the
development of the harmonious society.
Section 4.2 of the "Regulations for Implementation" stipulates: the municipal
and county/district government should guarantee the availability of funds and
personnel for spoken and written language. This is an important reflection of
the government¡¯s function and responsibility; as practice has proven, the spoken
and written language is better managed in districts and counties where the
necessary personnel and funds are in place.
2. In Section 5 of the "Regulations for Implementation", the function and
responsibility of each departmental level, regarding spoken and written language
is stipulated, along with the keywords of "responsibility, management,
supervision and educational administration in departments of the same level".
The "Regulations for Implementation" clarify the fact that the spoken and
written Language Committee of the municipal and county/district people¡¯s
government (abbreviated as "Language Committee") is the so-called spoken and
written language department in the "National Law on Standard Spoken and Written
Chinese Language". It is the discussion and coordination institution through
which the government manages spoken and written language affairs.
Generally, the government leader responsible for education acts as the
director, organized by related government sectors, and the committee is
responsible for the management and supervision of the use of national "Standard
Spoken and Written Language" within the concerned administrative region.
Because the Language Committee is a non-standing institution, specific
administrative bodies must carry out its function. Therefore, the "Regulations
for Implementation" explicitly stipulate that the administrative body of the
spoken and written language committee of the municipal and county/district
people¡¯s government (that is, the Language Committee Office) be instituted in
the administrative department of education of the same level. This requires that
the administrative department of education of the municipal and county/district
level should develop the management of the use of spoken and written language
into their working functions. They should also ascertain the functional
departments and responsible persons provide guarantees in personnel and funding,
while simultaneously reinforcing management and checking to encourage the
fulfillment of the standard work carried out by the Language Committee.
Besides the municipal and district/county Language Committee explicitly
established by the "Regulations for Implementation", now, 85% of spoken and
written Language Committees at a town/street level were also established out of
need. They focus on the management of language and character use at public
occasions and play an important role in improving the situation of spoken and
written language in the city. Language and th use of written characters at
public occasions is all-embracing, complicated and under constant change. Only
through the coordination of town/street level Language Committees, can
educational advertizing, real-time monitoring, and legal punishment be organized
and fulfilled throughout the areas of commerce, tourism, industry and commerce,
municipal administration, public security, cultural education, etc. Now, areas
with better use of Chinese characters, such as the East Nanjing Road Pedestrian
Street, the Railway Station commercial area, the New World commercial area, the
Shiquan District of Putuo District, etc., have been improved mainly due to the
effective effort made by street-level institutions and the fulfillment of
dependency management.
It is not feasible to carry out in-depth and thorough management, by only
depending on the district/county level institutions. For this, the "Regulations
for Implementation" stipulate: "the township people¡¯s government and street
committees should carry out their responsibilities regarding the use of the
"National Standard of Spoken and Written Language" within their district
according to the requirements and arrangements of the district/county people¡¯s
government".
Section 5.2 of the "Regulations for Implementation" also details the six
major functions of the Language Committee of municipal and district/county
levels, including: "compile, organize and implement planning; coordinate, guide
and supervise spoken and written language; organize educational advertising;
guide the proficiency test; promote applied research; etc."
3. Section 16 of the "Regulations for Implementation" further classifies the
functions and responsibilities assumed by over 20 departments. Through the
regulations in this Section, the working pattern and management system can be
formed, with the characteristics of unified government leadership, coordination
by the Language Committee and all the departments carrying out their
responsibilities by cooperation. It defines the government departments closely
associated with spoken and written language and the management and supervision
responsibilities they should have.
The related governmental departments include over 20 government departments
in charge of personnel, education, radio and TV, publication, industry and
commerce, etc. These departments are basically the member units of the Language
Committee. The functions and responsibilities are, on the one hand, closely
related to their practical business operations and aim at their management
objectives and administrative range. On the other hand, their functions and
responsibilities are based on the current functional division among all
committee member units of the Language Committee, with a certain working
foundation.
