Promoting Putonghua and introducing Standard Chinese characters need certain external environmental and binding methods, and in the past few years, Shanghai has been relatively effective in the application and implementation of the evaluation and monitoring system of spoken and written language.

Section 17 of the "Regulations for Implementation" elevates the two working systems into a legal system, and stipulates: "the spoken and written language committee at a municipal and district/county level should evaluate the spoken and written language of all related units within its administrative district, and the results of the evaluation should be made known to the public. The spoken and written Language Committee at each level should establish a monitoring network, to monitor the use of Putonghua of the media and the language usage during public events, and the results should be made known to the public". It can establish a long-term effective management system by standardizing the evaluation and monitoring methods in the form of legal requirements.
