Section 10 of the "Regulations for Implementation" outlines the regulations
for the Putonghua proficiency of certain personnel. The Putonghua proficiency of
the following personnel should reach the following rank standards:
(1) the staff of governmental institutions should be above third-rank, level
A;
(2) a teacher should be above second-rank, level B. Other managerial staff
(except for teachers) in schools or other educational institutions should be
above third-rank, level A;
(3) a student in a regular institution of higher education or an intermediate
vocational school should be above second-rank, level B; and
(4) an announcer or host/hostess of a radio or TV station, and actors of
film, TV and drama should be above first-rank, level B.
Those who are below the Putonghua rank standards as outlined above should
receive corresponding training.
The city government should take measures to improve the Putonghua proficiency
of the staff in the public service industry, and staff directly serving the
public should have a Putonghua proficiency above third-rank, level A. Special
posts such as an announcer, commentator, or operator, etc. should have a
Putonghua proficiency above second-rank, level B.
Section 13 of the "Regulations for Implementation" states the regulations on
the proficiency of Chinese character usage of personnel: "the proficiency of
Chinese character usage of the staff of governmental institutions, teachers,
students in regular institutions of higher education, journalists and editors,
producers of Chinese subtitles, proofreading staff and post holders of
mimeographs, plaques and advertising, and secretaries, should respectively reach
the standard stipulated by the national government".
