The main objectives of the tenth five-year plan of population and family planning for Shanghai by 2005 are:

(1) To control the total population of the municipal permanent residents to about 16,000,000 (control the population of registered permanent residents within 13,500,000);

(2) to control the birth rate at about 8.1 per thousand (the population of registered permanent residents at 7.9 per thousand), the natural growth rate at about 0.4 per thousand (the natural growth rate of registered permanent residents at minus one per thousand);

(3) to control the birth defect rate below 9 per thousand;

(4) to control the annual net migratory population around 100,000 and migrants within 2,500,000; to preliminarily establish a population macro control system adapted to the socialist market economic system;

(5) to constantly optimize the current residence management system of population and family planning, and also the working system which unifies information distribution, management and service.
