1. If the couple are both returned Overseas Chinese, in accordance with the requirements for bearing another child as special treatment, they must provide the ID Certificate (returned Overseas Chinese) issued by the municipal Overseas Chinese Office plus all other relevant materials, and go to the district/county Overseas Chinese Office of the wife’s registered permanent residence to go through the procedure.

2. If the returned Overseas Chinese or their child meets the childbearing requirements, they must provide the ID certificate (returned Overseas Chinese) issued by the municipal Overseas Chinese Office or the ID certificate (relative of returned Overseas Chinese) issued by the district/county Overseas Chinese Office of the wife’s registered permanent residence plus the materials proving the children have settled abroad and all other relevant materials, and go to the district/county Overseas Chinese Office of the wife’s registered permanent residence to go through the procedure.
