The urban enterprises, administrations, non-business institutions, social
groups, private non-business institutions, the official branches of central
government and other provinces in Shanghai, as well as their employees, should
participate in the Basic Medical Insurance for Urban Employees.
The above-mentioned groups include:
(1) Currently employed personnel, retired personnel and off-duty personnel
that receive a basic monthly income as required;
(2) level-B2 injured or disabled veterans that stay in their hometown or an
honorable military house with a long-term pension;
(3) retirees that get a pension from the Civil Administration, and
(4) retirees working in the army without military status and the retired
military employees that returned to Shanghai.
The groups not included are:
(1) Those who have had their land confiscated;
(2) workers who have been laid-off and sent back to their hometown;
(3) foreigners, and
(4) residents of Hong Kong, Macao and Taiwan.
