If an insurance participant can only just afford high medical expenses at his/her own cost even after receiving a subsidy, how can they receive more help?

If an insurance participant can barely afford high medical expenses at his/her own cost even after receiving a subsidy, they may apply for medical aid at their local community social aid affairs administration office where his/her permanent residence is registered. For those who qualify for medical aid, the Civil Administration will provide medical aid. The participant shall be provided with a subsidy certificate for high medical expenses at their own private cost. He/she can print the settlement sheet of their high medical expenses at their own private cost at a Medical Assistance Service Point.
