According to the regulations in the Notice on Issues Related to the
Clarification of Responsibility Divisions among Food Safety Administration
Departments issued by the Zhejiang Provincial Institutional Organization
Commission, the function divisions among major food safety administration
departments are as follows:
1. The Department of Agriculture, Forestry and Fisheries should administrate
the preliminary production link of agricultural products according to their own
responsibilities.
2. The Department of Quality and Technology Supervision is in charge of the
supervision of the food production and processing link, which is also included
in the hygiene supervision responsibility for the food production and processing
link currently assumed by the Department of Hygiene.
3. The Department of Industry and Commerce is in charge of the supervision in
food transportation link.
4. The Department of Hygiene is in charge of the consumption link in the food
& beverage industry and in dining halls.
5. The Department of Food and Drug Administration is in charge of the
integrative supervision of food safety, and all the full organization and
coordination when dealing with critical accidents.
In the food production and processing, transportation and consumption links:
the Department of Quality and Technology Supervision is responsible for the
routine supervision of quality hygiene in the food production and processing
link, strictly implementing the market¨Centry system on food duality and safety
such as production licenses, compulsory checking, etc., and severely punishing
those producing and manufacturing unqualified food and other illegal behavior in
food quality.
The Department of Industry and Commerce is in charge of the quality
supervision in food transportation link. It should carefully carry out the
registration of food production and business enterprises and individual
businesses, eliminate food production and operations without a license,
strengthen the supervision and checking of food quality in the market, severely
punish the behavior of those selling unqualified food and other illegal quality
conduct, and punish illegal conduct such as fake food advertisements, brand
infringements, etc.
The Department of Hygiene is in charge of hygiene permits and hygiene
supervision in the food transpiration link and the consumption link in the food
& beverage industry and in dining halls, etc. It is responsible for the
hygiene permits in the food production and processing link; the main content of
the hygiene permit constitutes the evaluation and approval of the hygienic
condition of the location, poor hygiene prevention and hygiene protection and
the health conditions of the working staff, and severely punish illegal behavior
within the above-mentioned areas.
