According to the Regulations of the Shanghai Municipality on Water Supply, the Measures of the Shanghai Municipality on the Administration of Deep Wells and the Detailed Rules of the Shanghai Municipality on Water-intake Licenses, approval from the Shanghai Water Affairs Bureau is needed for the digging of wells for underground water (the detailed work shall be carried out by the Shanghai Municipal Water Supply Administration). Those who dig wells for underground water without any approval shall pay five times the water usage fee and shall fill up the well within the defined time frame. Those who dig wells illegally are subject to a fine ranging from RMB 5,000.00 to RMB 50,000.00.
