To ensure the water quality and water supply for daily life, production and other constructions, the Regulations of the Shanghai Municipality on the Administration of Water Supply, stipulate that 'new construction, renovating and expanding original water supply projects shall be carried out according to the municipal water supply development plans and the annual construction plans with the approval from the Shanghai Municipal Water Affairs Bureau or district/county level construction administration departments or other relevant departments.

The design and construction of water supply projects shall meet the requirements and the relevant state or municipal technical standards and regulations. The design and construction of water supply projects shall be entrusted to design and construction enterprises with relevant qualifications. Construction enterprises with no qualifications or irrelevant qualifications are not allowed to design or be responsible for water supply projects.

Upon the completion of water supply projects, the relevant authorities shall inform the Shanghai Municipal Water Supply Departments or district/county construction departments to participate in the approval phase. The use of water supply projects that have not been checked or are unqualified are forbidden.
