What is the business scope of the water administrative departments, and what are the major laws and regulations?

The Shanghai Municipal Water Affairs Bureau, as the administrative authority, is responsible for water irrigation and the sewage system.

Over the past few years, the Shanghai Municipal People¡¯s Congress as well as the Municipal Government have both attached great importance to water administration and relevant local laws, and regulations have been published to promote the law-based water administration.

At present, water administration authorities carry out their administration mainly according to:

(1) The Measures of the Shanghai Municipality on the Implementation of the 'Law of the People¡¯s Republic of China on Water', published by the Standing Committee of the Shanghai Municipal People¡¯s Congress;

(2) the Regulations of the Shanghai Municipality on River Course Administration;

(3)the Regulations of the Shanghai Municipality on Water Supply;

(4) the Regulations of the Shanghai Municipality on Sewage System Administration;

(5) the Regulations of the Shanghai Municipality on the Administration of Tidal Shoals;

(6) the Measures of the Shanghai Municipality on the Administration of Seawalls;

(7) the Measures of the Shanghai Municipality on the Protection of the Huangpu River Flood Banks; the Detailed Rules of the Shanghai Municipality for the Implementation of Water In-take;

(8) the Measures of the Shanghai Municipality on the Protection of Water In-take Tubes at Water Origins;

(9) the Measures of the Shanghai Municipality on Deep Wells;

(10) the Measures of the Shanghai Municipality on Water Conservation;

(11) the Measures of the Shanghai Municipality on the Administration of Sewage Treatment Facilities, and

(12) other regulations published by the Shanghai Municipal Government.
