A non-governmental non-enterprise organization means a social organization that is founded by an enterprise, governmental institution, social association, other social body and/or citizen with non-State-owned assets and engaged in nonprofit social service activities.

At present, such organizations are mainly in the fields of education, public health, culture, science and technology, sports, labor, civil affairs, social brokerage services and legal services, etc.
