The Interim Regulations on the Registration Management of Non-governmental Non-enterprise Organizations was passed by the 8th standing conference of the State Council on September 25th 1998 and promulgated as the No. 251 State Council Decree on October 25 of the same year. They are the administrative regulations on the registration and management of non-governmental non-enterprise organizations, including 32 articles covering the definition of non-governmental non-enterprise organizations, conditions, procedures, formalities and notices of application for registration and punishment against any violations.
