Who should be the applicant: the individual employee or the employee's workplace organization on behalf of the employee; who accepts the application for the residence permit: the Shanghai Personnel Affairs Center or the Shanghai Human Resources Service Center?

Either the individual employee or the employee¡¯s workplace organization on behalf of the employee may go to the nearest application acceptance point for the residence permit to make the application and present all required materials. There is no restriction on the particular acceptance point.
