They must be participants of the social comprehensive basic urban insurance scheme, plus satisfy the following conditions:

1. Retirement

Suffering from disease or non-industrial injury, appraised as completely unable to work by a municipal labor capability appraisal center, with over 1 year of continuous sick leave, being 50 years old for men or 45 years old for women, with the continuous period of service (including the period of payment) of at least 10 years for those that began to work before the end of 1992 or at least 15 years for those that began to work after 1993.

2. Resignation

Suffering from disease or non-industrial injury, appraised as completely unable to work by a municipal labor capability appraisal center, with over 1 year of continuous sick leave, being 50 years old for men or 45 years old for women, with a continuous period of service of at least 5 years, and beginning to work before the end of 1992.
