They must be participants of the social comprehensive basic urban insurance scheme, plus satisfy the following conditions:

60 years old for men, 55 years old for female cadres and 50 for female workers, with the period of payments (including the continuous period of service before 1992) of at least 10 years for those who began to work before the end of 1992, or at least 15 years for those who began to work after 1993.
