According to the Regulations on Taxi Management in Shanghai implemented from
September 1st 1995:
I. Taxis offering passenger transportation services must meet the following
conditions:
(1) Clean and tidy car body and trunk;
(2) fare meter and air conditioner in good condition;
(3) clear and valid business license and special car license plate;
(4) installed with such signs as the fare standard, the enterprise name, the
telephone number for supervision and the license plate number at designated
sites within the car;
(5) fare meters should be installed in medium-sized and mini-cars, in
accordance with the relevant regulations;
(6) anti-robbery devices and overhead lights should be installed in mini
cars, and
(7) to conform to the other conditions for passenger transportation services.
Certain actions, such as waving to hail taxis, phoning to book taxis and
renting taxis at designated stops, are carried out within the scope of the taxi
passenger transportation services. Operators and their employees should provide
customers with convenient, prompt, safe and civilized services, and give
priority services to senior, ill, disabled and pregnant citizens as well as
other passengers in the need of emergency treatment.
The taxi fare standards authorized by the municipal price administrative
department should be upheld by the passenger transportation services, and
invoices for taxi fares issued by the municipal public security department and
taxation administrative department should be used, in which, the insurance
premium for accident injury to passengers is covered.
II. Taxi drivers should obey the following regulations:
(1) Dress neatly, be civilized and polite, and not smoke in the car;
(2) carry a valid business license;
(3) follow the regulations on stopping the car for passengers to get into or
out of the car;
(4) follow rational routes or the passengers¡¯demands in providing services;
(5) operate the fare meter by following the regulations;
(6) collect the taxi fare by following the regulations and provide invoices
for the fare, and
(7) meet other conditions relevant to the passenger transportation services.
III. Taxi drivers must not refuse to take passengers; any one of the
following actions falls within this category:
(1) The marker lamp is on, indicating the taxi is available, and passengers
wave to call the taxi, which stops but then refuses to take the passengers;
(2) the marker lamp is on, indicating the taxi is available, but the driver
does not obey the assigned tasks at operation stations, or refuses to take
passengers when waiting for passengers at passenger transport distribution
stations or at the roadside, of
(3) if the driver stops the service, and a passenger becomes stranded in the
middle of the service.
IV. Passengers should pay the taxi fare and relevant fees in accordance with
the regulations, but are entitled to refusing payment in any one of the
following conditions:
(1) If there is no fare meter in a medium-sized or mini-car or if a fare
meter is not used;
(2) if the taxi driver does not provide an invoice for the taxi fare or other
relevant vouchers, or
(3) if the taxi breaks down during the mileage of the minimum price and
cannot provide the service any longer.
V. If passengers need to go outside of the urban area, to the city outskirts
or to out-of-the-way places, taxi drivers can ask such passengers to go through
the procedures for registration at the nearest police station, and report to the
enterprise the taxi drivers¡¯work organization. Passengers should cooperate with
the drivers in going through the procedures. If there is any disagreement
concerning the taxi service or taxi fare between passengers and drivers, they
should go to the municipal administration for passenger transport services at
once for settlement, and the liable party should be responsible for the taxi
fare, priced from the time between when the taxi was taken and the disagreement
settlement. |
