To qualify for an audio and video product leasing business, applicants should fulfill the following requirements:

(1) Have a business name and the articles of association;

(2) have a fixed business address;

(3) have more than RMB 100,000 of registered capital;

(4) have no less than 20 square meters of a business venue;

(5) employ more than two competent staff.

The application should be submitted to the culture administration department where the business is located.
