The application for the designation of a Shanghai Hi-Tech Enterprise should be in accordance with Chapter 4, Article 9 of the "Procedures of applying for designation" in the "Procedures of the Designation of Hi-tech enterprises in Shanghai (Interim)–applicable within the high and new technology industry development zones of Shanghai" promulgated by the Administration Committee Office of Shanghai high and new technology industry development zones; or, be in accordance with Chapter 4, Article 9 of the "Procedures of applying for designation" in the "Procedures of the Designation of Hi-tech enterprises in Shanghai (Provisional)–applicable outside of high and new technology industry development zones of Shanghai" promulgated by the Designation Office of Shanghai hi-tech enterprises (products).

For enterprises that are in accordance with the category of high and new technology, and meet the conditions of Shanghai high and new technology, the following materials must be submitted when applying for the designation of Shanghai hi-tech enterprises:

(1) A written application report;

(2) an "Application Form for a Shanghai Hi-Tech Enterprise Designation", and a "Short Form of a Shanghai Hi-Tech Enterprise Designation";

(3) photocopies of the business license and the tax registration certificate;

(4) annual financial statement (with an audit report by a certified account);

(5) the constitution of the enterprise, and

(6) all other related materials.
