(1) For authorized operators, an "Examination Form for a Public Mobile Communication Base Station Location" must be filled out and submitted when setting up or adding base stations for mobile communication.

(2) The Shanghai Radio Management Office will reply to the submitted "Examination for a Public Mobile Communication Base Station Location" within 15 days. The "Authorization for a Public Mobile Communication Base Station Location" will be awarded if the application is approved.

(3) The operators shall apply for a "Certificate of Environmental Electromagnetic Radiation" immediately after the station is built. The environmental protection administration shall perform tests within three months of the trial operation, and award the "Certificate of Environmental Electromagnetic Radiation" after approval.

(4) The operators can apply for radio station licenses with the "Authorization for a Public Mobile Communication Base Station Location", the "Technical Specification of the Radio Station" and the "Certificate of Environmental Electromagnetic Radiation".
