What is the legal basis of setting up a base station of mobile communication on civil residences?

The Regulations of the People's Republic of China on Radio Administration and the Telecommunication Regulations of the People's Republic of China provide the fundamental regulations for the setup and protection of the base station from the aspect of radio administration and telecommunication facilities. For instance, Term 47 in the Telecommunication Regulations stipulates: "Fundamental telecommunication operators can attach telecommunication wires on civil residences, or set up public telecommunication facilities like small antennas or base stations of mobile communication, but the owner or user of the building shall be informed first." This provides the legal basis for setting up base stations on civil residences by telecommunication operators.
