As stipulated in the Regulations of the People's Republic of China for Radio Administration, the Telecommunication Regulations of the People's Republic of China and the Management Measures of Base Station Settings of Public Mobile Communication of Shanghai, no organization or individual may obstruct the operator from legally setting up and maintaining a base station. Anyone who violates the regulations, who damages base station facilities or obstructs the mobile communications from working properly shall restore or repair the facilities, and compensate for any economic losses incurred.
