Enterprises that publish audio and video publications should:

(1) Have a name and articles of association;

(2) have a sponsoring or supervising authority designated by the State Council;

(3) have a fixed scope of business;

(4) have proper organizations and competent staff with relevant qualifications;

(5) have enough funds and equipment, and a venue for its business operations; and

(6) meet the requirements of the law and other administrative regulations.
